Councilman Williams Update 3/4/26

Council updates, Recognitions, Communications tower update and Development permit approval were all on Wednesday’s agenda.  

 

Meeting Minutes – February 4, 2026 - Approved 7-0

 

Council Member Liaison Reports

Economic Development – Their next meeting will be March 10 at the town center. Tourism committee recently discussed the 250-year anniversary and will be making a presentation to council soon.

Public Works – Waterlines were installed and maintenance completed. Waste Water Treatment Plant did equipment installs and repairs. 

Parks and Rec - mention of events and activities. 

Planning Commission – Numerous permits issued with the average of 15 days.  Business license applications going out in March.

Public Safety - PD is recruiting for the police explorer program (age 14-20). The next Neighborhood Watch meeting will be 3/26/26 5:30p (topic DUI). Overview of last watch meeting.  Update on crossing guards at school.  

Non-Governmental - they will have their next meeting Wednesday, April 4.

Schools - They started presenting their proposed budget to council members.

Mayor - Council will be having a budget work session, March 10th at 6 PM. Baseball has begun at the sandlot, Osprey festival will be in April.

 

Recognition of the Colonial Beach High School Scholastic Team - students were recognized for being undefeated in their district and placing third in the state.

 

Proclamation, Women’s History Month - Read by Mayor.

 

Proclamation, National Procurement Month - Read by Mayor.

 

Scouting America Troop 1404, Aidan Ruchty - Members spoke and thanked town for their support.

 

Public Comment

Citizen- Member of Downtown Colonial Beach mentioned how our connectivity study will be presented to a Virginia group on Main Street America. They will be holding a Kentucky Derby fundraiser.

Referral to the Planning Commission Telecommunication Facility: Zoning Text Amendment, Supplemental Regulations, and Conditional Use Permit Public Hearing, Angela Lawrence, Director of Community Development & Planning - Since there were a lot of questions and concerns raised at the previous public hearing there was a request to send this tower discussion back to the planning commission for potential restrictions/edits.  We were also asked to hold a joint public hearing with the Planning Commission to discuss allowing towers and to review the application to put in a tower.  After the public hearing the zoning will be discussed by the PC (maybe voted on) and later it will go back to council for a vote.  This gives the public a chance to have their questions answered about where the tower would be and what it will be used for.  I said the poll I put out had nearly 60% saying no and 10% maybe to allowing towers.  I am neutral on this and advocate for the will of the citizens who have to live with the decision so if the public doesn’t want towers in town, you will need to speak up.  It currently seems this will happen automatically unless citizens speak up and say they don't want towers in town limits. Vote 7-0 to hold the public hearing on April 9th.

 

Resolution #15-26, Conditional Use Permit (CUP 26-01) –Executive Properties, LLC request approval of a Conditional Use Permit to allow a Mixed Residential/Commercial Use to include ground floor retail/commercial space and second floor residential units in the Commercial-Residential (CR) Zoning District. The property is identified as 110 Washington Avenue - The owner requested - This was to approve a development conditional use permit for the vacant lot beside Town Center on Washington Ave.  The overall design seemed to fit very well with the area and the only condition requested was to add residential upstairs, which fits with the overall area (design/ plans are in the packet). Vote was 7-0.

provision of legal advice by such counsel.
